The semi-arid region for decades was seen as a region marked by lack of water, poverty and hunger, death of animals and cracked land. In this scenario, the region was the scene of inefficient policies to combat droughts, a cyclical and natural factor that later, it was understood that policies and techniques of coexistence with the semiarid region were necessary. The present work sought to reflect on the paradigm shift in the semiarid region, based on the adoption of Public Policies of a territorial nature, bringing the importance of social technologies for coexistence with the semiarid region, agroecology and gender issues. The work also intends to present a new social technology developed from the partnership of different actors (universities and social movements), the “Fertilized Cisterns”. Still in the execution phase, the article intends to bring the process of involving women farmers in the process of choosing those contemplated and in the implementation of this social technology, in the Hipólito Settlement Project, located in the rural area of the municipality of Mossoró (RN)
